Better i walk you through an example, than ask the question. So here we go..

My competitor is CNN.COM
I want to see all of the sites that CNN is linking to, not sites that link to CNN.
So i wanna see all of CNN.COM's outbound links, so i can go an replicate... Nahmean?
Just spend some cash on kwfinder and they do not have thAT functionality, AHREFS is a bit overkill to do this one specific task, but cant remember if they have that functionality.

Can you suggest a tools that can
 
I was gonna say Ahref. AFAIK they had that functionality the last time I used them, if I understood you correctly. Overkill? Yepp...

Btw, if I was you; I would make a python bot for this. That will take a few hours to build, but once you have it; you can do the whole process in seconds; and you won't need to pay hefty fee for that as well. Try hiring someone from HAF section if you decide to go this way, and you are not a programmer.
 
If you can code it I would recommend you to write a python script as @Gogol said. Otherwise, they should have tool which can extract all link from an html page you can use it and clean your result by removing link which lead to the same domain (ie: start with cnn.com)

Ahrefs all the way. You can get a 7-day trial for $7.
 
Ahrefs can do that but with trial you might not get all the results since they will limit you. But its still worth the try.

Ahrefs bots are very simple to block at iptables level without touching even robots.txt.
So, you only will find there the links, which others will allow you to find them.

You could also use scrapebox or a similar scraper. Scrape all the internal links or find a list of all/most of the pages and then have it look for all the external links on all the pages you found. Personally, I would just go the Ahrefs route as well.
