Any software/website that helps you find IG profiles?

in a specific niche, with a specific number of followers?

I want to do some guest posting at medium-sized travel pages and have difficulties finding them. The big ones won't post for free.

At it's simplest:

Perform a hashtag search with a followers_of filter with the range you want to include
Near all public bots should provide the this

Expand that out to scrape :
* those who liked / commented on posts with a hashtag (again with filter)
* followers of accounts who posted images with hashtag (again with filter)

Not sure if all public bots can do compound searches, but some definitely can drill into the results and get deeper into them to find the results you want.
