any SAPE-like link factory ?

I am searching for new source of backlinks for my projects. With cost in mind ofc, so far web 2.0 s and forum links are my good source, Need another link source to push me up in ranks. I know about PBNS, but there are 1000's factors to consider while buying, and they are expensive (also same guest posts). What i consider now is SAPE, my projeccts are on foreign language so i think sape still can work for foreign SEO.. DO u know any SAPE like link farm, which is more advanced ? or any other ideas ? thanks
