Well those letters are russian / maybe some other countries near them using those :) Russia is a good guess to start with.

What kind of retard would think of using kids dressed as superheroes to fight crime and give them candy.:eek:

Yea.. totally. The hoodlums would just give them more candy to be let off.

Maybe the superheroes could even say some kind of catch-phrase to make the hoodlums give them candy... like... "Halt evildoer! Cease your evil ways and bribe us with candy or it will go rough for you!" Or maybe just "Trick-or-beat!"
