I think it means "not indexed".
Thanks, figured it out, it means mark sites which are not indexed.
Got another question, I'm figuring out how to delete a link, can someone please translate into english from this image.

1 Option: cancel placing
2 Option: cancel the arrangement and send in BL(dunno what this is)
3 Option: cancel the arrangement and send in GBL(dunno what this is)
4 Option: try to recover frozen link
5 Option: Freeze link
6 Option: add site to favorites
7 Option: complain to the site
NOTE: I am not russian an those translations are not 100% accurate
