Any reliable ranking services?

I see all these services that can supposedly rank your videos with backlinks etc however in my little experience these just consist of fake views and often just hurt your video more than do good.

Are there services on here or in general that can actually provide a proven working ranking service?

There are, but they are indeed rare to find and usually require some work from your side as well.
I'd suggest you to completely stay away from SMM panels, and focus on improving your own ranking skills by reading all the content you can find about it - you can find quality Youtube ranking articles in Backlinko and Ahrefs.
