A few years back I used OVH bare metal server with proxmox and split that server into multiple VPS, each running minimal linux distros with chrome and LinkedIn helper. I think we were able to push up to 14 machines from a bare metal that was for 70 eur/month or so.
Nowadays I would probably choose a different approach, for example, you could use chromes multi-profile feature so you just need a VPS that runs on windows.
My favorites stay the same - OVH and Hetzner, the most powerful hardware you can get on a budget.
