According to IRS website it is possible. I just need a certified copy of my international passport and the W-7 (or W-8) application form and just mail them. It takes long. About 2 month. And I need a US address. I have a relative there but not sure if she ok with receiving spam. I know there are some "us address" paid services there. I was thinking if it is possible to use shipito or other mail forwarder's address there. The price is probably the same but it can be useful if I want to buy something in US and ship it to Russia (shops whcih don't have international shipping). Btw shipito's address is not a PO box

From what I've heard you need VCC(VPS?). But I'm not sure If I need a separate computer with separate BIOS and windows.
Yeah, and probably the money limit is very low before they suspend it.
