You tried to spam messages that annoyed many people and their policy will restrict you. It will be removed after about 24 - 48 hours

If I'm reading the post right and by restore chat you mean the chat was removed or deleted, unfortunately, there isn't a way to restore that unless you actively backed up your conversations. Barring getting a copy of the chat from the person you were corresponding with, it's not really possible to restore that.
