Any PPC networks out there who accept noobs?

HI all

Are there any networks which accept noob affiliates for pay per call campaigns? I got rejected by RingPartner because they said I had less than 6 months IM experience.

I can generate traffic through other methods besides a website such as social media and youtube. Will I have a better chance if I call the networks and tell them how I am planning to promote them?

Any tips appreciated.
