I think mumbai is great place for meetup. It is center and every one (including international members) can reach here with no problem.
Bro songachi or Bihar is perfect for the event they are the L. A and new york city of india.

Everyone have their own opinion and I respect yours, and since I have never been to Bihar so I can't really comment on that, but I think there are much better cities in India like Chandigarh, Gurgaon etc.
