Any options for non VOIP numbers that can be used to text code verification?

I see a lot of options at $15 per line is there any services that will do cheaper for non voip lines?

You can buy red pocket SIM cards for a year for $30-40 on eBay

Im assuming the 15/mo is the cheapest rate for US numbers that can receive verification text codes?
