It is fairly easy to set up a proxy and make some change with it.
Find a reliable host, set up the script and drive traffic.
I set a couple up in the first part of 2008 and was making about $.25-.50 per day just with adsense.
I would not count on them for a long term money unless you plan on constantly making new proxy sites.

That was the first thing I tried.
I even made a macro sit there and auto post to yahoo/google groups all day long.
Got up to like 10k/day with it.

Definitely there is a huge market out there for these sites. Problem is as stated above they get on blocked lists just as your proxy starts getting really popular. So the strategy is? Never invest too much in a particular proxy site. Diversify heavily among several throw away domains. The .info domains are cheap and work well. Then create create create n promote promote promote.
Ooh another thing if you do too well with promotions expect the traffic to constantly bring down your server. Lol
