You need to read more about how the CPA industry works and you will get an answer to it.

None of them are scam, but the person who wants to get an ipad has to subscribe/pay/get enrolled in certain paid programs which make money for the advertiser at the end.

So they think its a scam, which its actually not. The terms are clearcut and written in the offer page very clearly.
