Any marketplace AdWords setup service?

I've had a look and searched but I'm not seeing anything (I could be looking in the wrong place).

I know a setup service could be hard to price as it varies from project to project but maybe this could be a gap in the market for someone?

I'm interested to know a ballpark figure of how much somebody with experience would charge to set up an adwords campaign (possibly with a monthly fee to monitor and optimize etc).
