In case you really needed advice: write blog posts about how dangerous smoking is and place them on your own blog or as guest posts on websites your target audience might read.
The same concerns forums. But not forums like this one where users are unlikely to get interested in e-cigarettes, but rather forums where smokers search for ways to quit smoking. You'll have better chances there.
Also, use SMM - there should be plethora of groups where people try to quit smoking. And 'success stories' would be great too. Ideally, these stories should be real. Ask your customers to write testimonials about how your products helped them, which cigarettes are better, etc.

For your product, the best source of traffic would be to buy ads in big forums which get traffic from various colleges or high schools.

Create a fake persona of being a health professional/doctor, and start a blog about the benefits of e-cigs vs the down side of smoking normally.
Then use that to pitch guest posts, and slip in your product category links into guest posts on the sly.

Could also create an app called "my quit buddy", to help people stop smoking, then have you e-cig banners somewhere on display.

I dont think the market is even worth it anymore, but try figuring out a unique aspect to write about and promote some less commonly available brands.
