I came across website sjcomics com
it was pirated content,owner had many times filed dmca

now questions is,website shows cloudfare in nameserver
does cloudfare accept dmca?

Cloudflare will forward your DMCA notice to the backend host that is hosting the website.

sure, one way is if the ip was exposed prior to setting up cloudflare, if so it may be easy to find server ip

Cloudflare will forward all DMCA takedown requests to your hosting. So you should not worry about anything else. I recieved over 27 notices from Cloudflare and still nothing.

and if hosting is us they do takedown?

That depends on your host. I have DMCA Ignored hosting, and everything is hosted on there. They just put DMCA Takedowns into trash can
