Now Am Running multiple SerpShaker/SerpFarm websites, now the idea is how to avoid the duplicate content flag on my domain. Supposedly Am ranking for plumbing services, I will append {state} to the end of the title in an attempt to each time generate unique title for each post, but how the content itself how to handle it, if I have spun content(Spintax Format), the percentage of repetition the same piece of content across multiple posts is very high.
So the question is how to handle this?

What you're trying to do is called a Doorway and it's considered as thin content. I would rather invest more time in creating original content for that matter or either use a "rel=canonical" tag to a general page that talks about the plumbing service in general and not city based. If you are doing duplicated content on your own website then you can't avoid being detected as duplicated.

I would improve the content. You might get by for a while but spun content is not a money site tactic. It's a link tactic these days. I used Serpshaker and WP Robot back in the day. I hhad success with both on a few sites. Didn't build any crappy backlinks (built no links at all) to them just went for LSI on low competitive low volume phrases. In the end Google slapped a content penalty on every single one of them. Different hosts, different niches, domain privacy. Some had Serpshaker, others had WPRobot. Made no difference. Google kicked them all out of SERPs over a 6 month period. I was doing more or less what you describe. Maybe you'll be luckier/have a better system than I was, but my experience was 100% Panda snatch. I made money for a few months, but wouldn't do that again.

Am obsessed with building those kinds of sites and increasing the probability of my search appearance that's the idea of buiding serp shaker/serpfarm-like sites, Am thinking of building custom HTML cms to produce Static HTML webpages instead of dynamic ones, as I want to get away from wordpress for a little

If it is already ranking then there's no need to further improve. Otherwise, if you are afraid of duplicate content, you can maybe try ensuring that at least 30% of the content on that page is unique. Meaning that perhaps the 700 words on the page is duplicate content or spun content, and you manually write another 300 words and put that unique content at the top portion/starting portion of the page, and maybe that should help in increasing the uniqueness on the page.
Also, make sure that all the sites have unique template, with dissimilar design and coding - that will further improve the uniqueness as well.
This should be the minimal intervention option on your part.
