Any good WP Ad Rotator plugins?

I am looking for one to place on my personal blog.

I am trying to have the ads rotate based on the location of the user. (There Country).

Does anyone here know of a good free plugin? Or if there is one on a place like Code Canyon that I couldn't seem to find?
