What I am looking for:-

Windows Server (2008/2012)
1GBps Connection
10TB/20TB Premium Bandwidth at least
Intel/AMD
At least 8GB RAM
250GB HDD SATA 2 at least
1 IP only
Offshore

Purpose: Torrenting (Private Trackers) for a project

What should be the cost of it?
any good hosting provider name?

I would suggest you get a Dedi from OVH. Should be pretty cheap.

I can see some Dedi here: https://www.ovh.com/us/dedicated-servers/enterprise/
but they are of 32GB RAM
I need 8GB , max 16GB RAM

There are some 1Gbps in marketplace - hosting. Look for the one that is suitable for you. I am using serverhosh. So far so good. I saw he has 8GB dedi at 1Gbps. DMCA will be ignored

And also before going for any offshore hosting provider read their terms & conditions properly. Normally US, France and Canada based hosting providers obey DMCA. Hence, you can go for any offshore hosting, since most of the offshore hosting providers avoid DMCA.

I don't think they allow private trackers, but OP should talk to their support to be sure.
