i checked their dcam VPs they can't handle my traffic

yesterday i spent 200$ testing 5 hosting none of them work , one of them was alexhost download speed was sucks 400kb
just installing panel took half day
i was using contabo , but they stopped to ignore the dcma i get , and their servers suffer from cpu steal

that doesnt sound right, even for a VPS that doesnt sound right. u wouldve done a speedtest or opened a ticket and theyd give u a reason for that speed, but they dont lower the speed, theyd lose customers. maybe it was your source and not your server.
just an FYI too, theres DMCA and EUCD (euro version of dmca), they wont ignore illegal(ie. child porn, animal porn., pharma, etc)
but again, ive used about 7 different ones and never experienced such an issue. if u tried 5 different hosts and none of them worked, then i think ur the issue and not the servers. theres something youre not doing right.

the cheapest of all is OVH or oneprovider and you should use them as storage servers and buy any dmca ignored VPS as a front end file server. May be you know about Xvideosharing script which is best for your set up as you require 1k online at a time. 2 cheap OVH servers and 1 front end VPS would cost approx $150 but it is the best set up.
I'm really running out of options i may use hentzer as backend and any offshore vps reverse proxy as front end

Yes Hetzner is good choice for sure. and webcare360 is good choice for front end vps.
