many people do this. their bots follow somebody waiting for a follow back, then unfollow those who didn't follow back

Because there's a 5,000 following limit on Twitter, once you hit it and you don't have that many followers, you are unable to follow more, so you need to unfollow. This 5k limit is somewhat generous though, it was 2k before.

oh I didn't know this thanks. They opened the window a lot more lol who can keep up with 5k accounts.

yes there are many but tweepi is one of the best free extension for twitter to follow people on twitter and you can use it to some limit in free type of version. ok

You can use Mass Follow for Twitter. They have a bulk follow and unfollow feature.
