Any free tool for automated 2/3tier link building?

Hello everyone, Are there any free automated tools available in the market for 2 tier or 3 tier link building?

for free? only programming a tool yourself or using something like BAS. you should stop chasing free stuff though, you need to invest at least some money into anything to get any returns

Its rare, but you can try using IFTTT and Zapier. They aren't perfect for all SEO tasks, but they can automate some aspects.
