Yes he is right. Because Tailwind free plan will give you only 20 post per month and I would not suggest any other free tool, because I do not trust free tools when it comes to serious post scheduling for my clients projects. Sometimes posts get failed because of unknown reasons and support is also basic, so never recommend free tools.

In your case, Facebook business manager is a great option. I have tried it and I found it very trustworthy. No scheduled posts ever failed in it.

Trying later scheduler with mobile little buggy. Let's see if it posts the scheduled ones.
Personally I hate buffer. It's like no functionality at all if you buy buffer.
 
Later app is sh1t. I scheduled like 4 posts. It send me a notification to open instagram and post them manually. Like wtf!
 
Scheduling is easily accomplished through some cloud tools (ex: later)
