Are there any tools can do instagram post scheduler? I don't need follow/u, just post, Thanks

If you just need IG post, I would go with later. You get 30 free a month. Need more just make multiple accounts.
Later also lets you save hashtag groups and paste them in automatically.

I tried 'later', it seems not work on PC.
 
Try to use Later , just remember to post High Quality posts and try to follow the best content creation Guides to rank .

Is it the same one where I can schedule posts to FB pages? (linked with my IG acc)

Yes. Once you link everything up, there is a FB and IG icon at the top and you can switch back and forward between the 2. when posting to IG it there is also a checkbox to post to the associated FB account at the same time.

Is it safe to use it with multiple IG accounts? Is it possible to schedule posts in bulk or do I have to manually make each post?
 
If you're just scheduling a few posts there are better options. Try later or buffer.

If you're scheduling a lot check appsumo they always have lifetime deals on scheduling software.
