Any constant Fake IP Programs?

I was wondering if there any programs or ways to use a constant Fake IP? As I'm trying to get around a ban from this browser game ((banned permanently, wasn't cheating, abusing, hacking, or being a prick, was flagged for multi-accounting, though I had set it up from a college PC but like a retard during the night decided to check on it from my personal PC >.<, I set it up to test some way of doing somthing in the game without causing stat damge to my orignial, didn't have it interact with the original account though nor did I cheat with it in anyway.)) however they tend to look at IP useage in the game. So I was wondering if there was some program, or way to use a constant IP address to fool the system?

I'm dueling Ubuntu 9.04 [Linux] (64bit) with WinXP Pro (32bit)

Hide My IP, Steganos and others.

Need something I can simply re-use the same fake IP upon start/restart of the program (or OS). And is preferably free. Had a older version of Hide my Ip but it didn't provide that feature.

I don't know whether you will manage to find something free.

I use Hide My Ip 2009 (Premium service), it does cost money (not much, though) but it has this feature "Use the same IP"

Tor tends to rotate IP addresses without a option it seems to set a fake static, otherwise it works.

Look at IP Masquerade from TrafficScripts dot com

I'm not about to let someone install something on my system. I do self-Installs only. I have the MS help account blocked/removed for this reason.

I do appreciate the efforts though :)
