Registers like go daddy have high renew fees and change extra for other features. First year the domain can be 2 bucks and renewal is 20. Want ssl 84 bucks yet free somewhere else.
With 100s of domains the fees add up

are you purely basing them as the best via being the cheapest? or against ones like Godaddy who practices scam like tactics?

Because at the very least, if I am looking in a domain registrar, to use properly and not as burns, I am factoring in their up-times, I'm not talking about the domain's uptimes but the actual websites.
Porkbun as an isolated example wouldn't be anywhere near the top of my list.
Between their manual login checks and website crashing whenever they are doing promos makes it unreliable.
Then we have security measures, customer support, data practices, policy for domain expiration, the actual infrastructure & then we also have the pricing.
Then we have some QoL like account management and website navigation.
Looking at price alone for best is just silly imo unless its for a burner
