He wasn't meaning reliable when he said bulletproof. That normally refers to hosting that won't terminate your account even if you send out millions of spam or host porn... although you do have to look at their specific terms because some are more bulletproof than others. ie. Some will say no Spam, some will say nothing illegal or other specific rules.
As to the original question, I haven't been doing anything that's required a BP host in awhile so I don't know of any off the top of my head... and the ones available changes pretty rapidly sometimes.

I paid spamahost 7 days ago and still NO SERVER. No account log in. I think they are shutdown. Getting the run around from these people. All automated support responses. I NEED A BLACK HAT BULLETPROOF SERVER THAT IS OFFSHORE, FAST AND RELIABLE THAT CAN RUN ALL BLACK HAT SOFTWARE AND THAT DONT CARE ABOUT COMPLAINTS.
