There are also a very few free methods, including working on your snippet. Or simly run your VPN, then search for KW and click your website, my black hat friend

Everything I've heard/experienced regarding CTR and affecting ranks is that it has to stay consistent. It is probably best to go white hat, ie better titles, rich snippets, optimize meta description.
Any money you spend on a black hat vendor might be better spent elsewhere on something that will help you rank... and the higher you rank the higher the CTR ;-)

Yes, the definitely are factoring in CTR. I've tried some bots that claim to increase your CTR, but it's almost like Google knew what was going on and ended up dropping my rank further. Best thing to do is to just optimize your meta title to be as clickbaity as possible to naturally improve the CTR.

There are heaps of services that offer this, however as stated above they don't really work. The clicks lack other traits that Google look for, like session duration & also transaction data as mentioned ^.
