The problem with most of the sports betting affiliate programs I'm seeing is that they don't have a way of telling your conversion tracking software or ad network that a user has converted after they click. So you can't run CPA campaigns, only CPM/CPC. The only exception I've seen is loot.bet. Any others?

Almost every affiliate network I have worked with has had this type of integration available, taking into account direct betting affiliate programs as well as agencies
Today, practically all teams and many individual affiliates use third-party trackers in addition to the affiliate program's tracking solution to make their work more convenient
I will say more, in some trackers there are pre-configured integrations to some affiliate programs
For example, Keitaro has just added Partners1xbet affiliate network as a template for setup, Voluum did the same some time ago
You can check tracker templates to see many different affiliate networks, but I'm pretty sure any major affiliate network can share postbacks with you, either give you API access or offer some other type of integration
You can also take a look at specialized CPA networks, I don't think they can work on CPA not sharing info with the affiliates
