Any better proxy deal than $14 per month for 20 shared?

Actproxy I see has 20 for $9 but I think I was with them before and they only offer IP authorization not user/pass. I would like both options.

Any other competitive deals for 20 shared? with the above specs? want a range of subnets to choose. cheaper the better.
