Any article manage software or online service?

I was wondering if there is a software or online service can easy manage articles which is copy from on the internet.

need some basics
1.paste to the storage remove the css and link(or converse link to yours), but leave the <strong>,<b>,<h>,under line,<li>
2.save with title and content, and tags,
3.spun(if needed)
4.simple edit
