Any advice for new forum?

Hey guys this is my first post here on BHW and I'd like some help here, I've opened a new forum and I'm looking for some advice from fellow users who have owned forums in part. What I'd like to know is the promotion part, I've been active and posting content regularly but having extremely rough time getting new members. Any advice is appreciate.

Ps. My budget is very low.

I am not sure about now, but back when it was 10 years ago I created a "source code" niche and opened a forum. So I have a separate forum and a "tutorial" website with a link to the forum. It was quite messy but it works. So basically a strong niche could attract quite a handful of discussions.

PS: Just remembered how the forum used to be spammed with porn and shit; didn't know that the fix was to remove the "powered by" footprints etc until only recently. Not sure what happened to PhpBB now. I WISHED I knew about Blackhat SEO at that time.

- FB/twitter/ groups posting
- Forums posting(obvious insta ban)

None of it works it's so freaking depressing I cannot describe..

I don't run any forums but I have been member of many over the past few years, and some were HUGE in my niche and had thousands of members.

Their numbers have dropped dramatically over the past three or four years, and it is mostly down to Facebook. Even the biggest ones are close to becoming graveyards.

I'm wondering if it might be better for you to start a Facebook group instead and then promote your site and/or products through that instead.
