Hello, I created several accounts with virtual numbers, but I cannot send messages to anyone

Unfortunately, some phone numbers may trigger a harsh response from our anti-spam systems. If you think this is the case with you, you can submit a complaint to our moderators or subscribe to Telegram Premium to get less strict limits.

ip is not important for telegram acc creation. just use nonvoip nums and you should be able to send 45/48 msgs before limits in 24 hours period. if you spam with a link send around 30/35 msgs, if you spam without a link send 40/45 msgs. its better to stop sending msgs before getting limits from spambot cause it can limit you for a few days / a week
 
That's probably a shadow ban. Did they notify you about that whole "some phone numbers may trigger a harsh response from our anti-spam systems"? Were you using an anti-detect browser, could be a factor there. In any case, if you did contact their support team about it, I wonder what their advise would be in this case.

These accounts are newly created, they told me that if I have an Israeli number, I should use the Israeli rotating IP to create an account.

Telegram account is created with the official Telegram application

Accounts are newly created without sending spam and... why are they blocked?

Hmm, I see. Consider using anti-detect browsers with proxies if you intend to create, access, or send messages en masse. Might minimize the shadownban at the very least but try to space out your activities over 24 hours instead of a too short a timeframe. Should see some improvements with that, at least.

What is nonvoip nums ? I have same problem here.

you can contact telegram support and will unsuspend your account
virtual number easily result your account banned.

Are you using location masking software? Perhaps there are some limitations to protect users. Please try contacting the support center to verify

hahaha bro, telegram simply tells him it's the phone number. how logical is to be the problem with the location masking or anything other?

eSIM counts in it too right? or you meant mostly physical SIM nums?

Also, with 45 msg limit in 24h period, I guess you meant unique 45 users right?, but that limit is only for accs that are new or for every account on TG?
