Over the last 6 months I have read and also noticed first hand the concept of "anti seo algorithm", where it seems any seo work you do on a site, google seems to penalize you for while.

Pages that i have left alone over a year, have solid ranking. Pages where I play with on-page optimization, or even securing solid back links, seem to have ranking issues

have you guys noticed such a concept? it seems that it has become noticeable over the last few weeks.

I don't know if there is such a separate algorithm but behaviors what you describe has been around for years.

One site moves smoothly up while other where you do things almost identical doesn't even budge.

I think search engines are constantly testing and not just queries and overall results but one by one as well.

Diminish results with links are usually related to velocity and anchor text though. Which is really webmaster doing it themselves.

Absolutely agree.
Pages, I don't touch, don't move.
Pages, I try to improve... tank at first 100%. Pages, I build links to... tank as well. But then slowly recover and improve but it's a plummet at first. I know it's annoying but I've got used to it (if my page dances a lot it means I'm doing something right).

had some similar experiences not sure what the deal is

I don't see why this wouldn't be a thing.

I mean most experts in niches, are not experts in SEO. Therefor rewarding SEO experts and punishing experts in niches = not bad content, but definitely not the best content ranked first.

Yup, 100% and rarely the page in question move up right away... it starts with a dance most of the times.
