1,3 cent a word is already low and most 2 star stuff from textbroker isn't really good. Keep in mind authors get half of what you pay, 0,70 cent for the 2/5 category, less than $0,01 a word. In this category you'll get a lot of grammar and spelling errors, anyone who fishished junior high can easily reach 3/5.
Even on forums you'll rarely find 1,0 cent offers, professional agencies won't sell anything below 15 cent. Keep in mind that german is only spoken in DE/AT/CH. Average income and minimum wages are pretty high in these countries, people without a job get a free apartment, free health insurance plus a few hundred euros to spend from the local job center.
