Another SEO update?

I am noticing some google first page rearrangements since last week, mostly on local rankings and low population countries. Is there an update rolling out? I am asking because the March update doesnt look like it has anything to do with what's going on right now. Any ideas?

The thing with the updates is those who resell are screwed and those who actually test are able to be more proactive.
 
No update , check your site , whats the issue , hence it may be an penalty over !
 
It's not my websites, it's plenty of rearrangements on specific countries
