Are you based in the usa? Depending on what state, that amount could be considered small claims court amounts.
You would be able to represent yourself in that court.
But the main question is why would you not use a payment fer service like escrow to handle the payment of that size?

I got burned one time before and had called a few lawyers but they were expensive. I called a collection agency called transworld but they sucked. I used a company called Accounts Receivable and they reached a settlement and got me paid. It cost me a percentage but I got my money. It worked out ok too because I signed up for their affiliate program and I made some coin off of it to. You should check them out:

It only cost me 30% and took two weeks to get my money. Collection agencies are jackasses but they got me paid.

Lol next time take wire or a check. Paypal has absolutely 0 seller protection when it comes to software/web development. If you're using paypal, always have a backup plan to delete/nullify the app if something like that goes bad.

how did you even get 10k thu paypal , very strange usally 5k stop on each tranaction.

Services, software and digital goods are a problem with Paypal.
Do you have emails, messages? If you no longer plan on doing business with these people you could go public with it but watch out in some places they can sue you for exposing private emails and stuff.
If you do still plan on working with them, then establishing a dialog and asking what's up is the first step.

Forget about PayPal support, they won't do anything for you.
To be honest: Your only chance is a lawyer. There is no other safe way to get that money.

Hey, what kind of information about him do you have? Start from there, and first of all, find as much info about him as possible. Then create a campaign around him to try and shame him. Worked for me once.

You should see about copyright etc also,,, Somebody threatened to sue me on fiverr because I put some work they did for me on a professional website, they said the work done was for personal use only and I didnt have the license for public use.
