Anonymous Website Offshore Hosting Which Registrar?

If i want to have an anonymous site that cant be taken down and ignores DMCA which registrar should i use for the domain? Does it matter?

I see there are good options for hosting in BST but i dont know whats a good and safe regisrar to use.
