It's easy - buy a WHOIS protection, I think every major domain registrar offers it. I can recommend Godaddy or Namecheap.

About the payment - you can set up a paypal account with fake details, but I wouldn't worry about that part, simply pay with you credit card.

Namecheap and Godaddy got a whois protection. With that, you could hide your identity.

The registrar will still need to know who you are, even if you "hide" your details from a public whois.
And with changes coming in domain registration rules, soon your email address, phone number and physical address will have to be verified for you to have a domain, and any of that detail will be provided to law-enforcement on request by the registrar.

Whois privacy is only a false sense of security. I suggest finding a company that lets you pay using bitcoin. For example: domains4bitcoins.

vindohosting allows you to register a domain with hosting without supplying any personal information at all. All they ask for is an email address.

There are no restrictions on content (except for the following)

    • Violence and Animal Pain Sites

    • Sites distributing hacking tools

    • Sites selling unlicensed software

    • Child Pornography of any sort

    • Phishing of any sort

    • Distribution of Internet Viruses

Payment is done via credit card.
I used a prepaid credit card from the supermarket which I paid for in cash.

Cant get much more anonymous than that.

Go for YoHOST.org, it is a Panama-based offshore registrar. They won't ask for your infos

Vindohost guys are good, though slow.
The problem, however is, their registrar for .com is the bloody internet.bs - these guys will suspend your domain at a slightest complaint they receive. They do not receive customer data from Vindohosting, but they sure as hell will kill the site. Hopefully
    Vindo finds a new partner.
