Even before I was a moderator, I spent a lot of time reporting people in the WTB & HAF sections. I checked every account, even those belonging to Executive VIPs, and I can tell you that the vast majority of spamming, scamming, and thread bumping came from non-paid members. Sure, there were Jr. VIP users like @adroit who https://www.blackhatworld.com/seo/looking-for-a-full-time-va.933409/#post-9967254, but these members were in the minority.
Now, I'm not saying all non-paid members are untrustworthy, because I know there are some great yellow members who use that section from time to time. But the low barrier of entry for non-paid accounts is the reason these spammers use yellow accounts; they're broke, lazy, and only go as far as they need to. Chances are, most of them won't bother shelling out the money to get Jr. VIP or Donor status and will resort to PM spam (something they've already been doing with their Skype IDs; see "https://www.blackhatworld.com/seo/avoiding-scams-staying-safe-on-black-hat-world.884947/") or selling in the social networking section.
Ahh.. This is to force more members into purchasing jr. VIP which puts more money in the pockets of the BHW administration. Clever.. Illuminati confirmed.
Anyway I can see the benefits, in terms of less work for the mods. But rules like these could also kill a forum. Lets see how it goes, great initiative though.
