I'm not sure whether it still works or not, but there was trick, which allowed you to have animated profile pics. The gif needed to be exactly 48x48 pixels and not bigger than 700 kilobyte in size. Try it.

Are the accounts new, where you saw this? I'm not sure when exactly this stopped working, but i remember, that i tried it and it worked back in 2011, when i posted that thread. It simply can be that the accounts you saw are older accounts and they uploaded the animated profile pic, when it was still possible.

The accounts I found with animated avatars are not new. For example, 2 were created in 2009.
I did a bit of research and found an article on buzzfeed which suggests that this "loophole" was closed by twitter a while ago.
Yes, you're right, it seems that only old accounts can have this.
So it seems that these type of accounts are quite rare.

What are you hear about that. I have not heard yet it. If it works then might be a new era in Twitter.
