"Angie's List" type of site

First off -- if this is in the wrong section, please move/delete or let me know -- just didn't want to post in a dedicated section and be wrong

I have had an idea for a few years for a service/site dedicated to a 'niche' that I have worked in, in the past. The site is going to be somewhat similar to Angie's list, but more defined. What I mean is that the 'data' will be provided by users; and that user's are able to search for specific 'data' from the database. Similar to how on Angie's List, users leave a review of a service/company, for future users to search for before they decide to use said service/company.

I was wondering if someone can give me a bit of insight on how this site would need to be made. Like, I am pretty sure that you would not use wordpress or template lol. I guess I am wondering if this is just a searchable database attached to the site? Or how I would even explain this to someone, if I were to hire someone to build for me..

I appreciate any input. If you have something you want me to clear up to be able to help, just let me know.

Well I didn't want to put it in a specific forum, because I am thinking about the entire development of the site.

Maybe I need to find a developer in the BST forum and go that route..
