Please can anyone tell me how to use proxies on Android phones without Wi-Fi connection?

You need to have an internet connection on the phone to use a proxy obviously. If it's not wifi, there either needs to be a 3G/4G/5G capable SIM card in the device or you need to hook the phone to your desktop/laptop via data cable and share the internet connection of the desktop/laptop with the phone, it's called USB tethering. If you have any internet connection on the phone, you can use Proxydroid for easy handling of proxies and apps.

Wrong section btw.

You need to be connected to wifi to be using a proxy. or you would need to use your data connection.

You need to have WiFi or any kind of internet connection in order to be able to use proxy on your Android phone. This could be Mobile Data or Sharing your Desktop-PC's internet via USB Cable.
If Proxydroid doesn't work for you, you might want to Root your Android phone and it will give you access otherwise not granted to the user.
