today when i was registering for android developer i saw that there was no option to pay 25 $ developer fee via paypal any idea how to pay developer fee via paypal

There was never PayPal option for paying Google Developer account fee. You need valid credit card.

You can buy a virtual credit card with paypal like neteller and pay with this card.

Now, I can't remember if Neteller works buying an developer account, but I think that there should be no problem
But i'm very safe, that ENTROPAY works me and I use 2 times with differents accounts.

That's interesting. I've heard Entropay does not work anymore, but if it worked for you, then it's great.

Now, I don't know, but there should be no problem
Get a VCC to do it or a prepaid card from the shop. $25 isn't that much for a play store dev acct. However Entropay might be able to do it.
