Anchor text Ratio

Hi Guys,

I've just seen one of my client's (who assigned me his site work just 4 days ago) site anchor text ratio & I found 63% is no anchor text. rest 37% is from anchor text,brand,URLs.

How can I balance it.

By making comments links with URLs,brand & genaric anchor texts.

By doing PR distribution,so I will get brand and URL links.

Why no anchor text? Image links? The great majority of your links should be text links for an average site, unless you host images or something.

On the flip side, websites with around 23% target keyword links seemed to benefit in rankings with Penguin update.
