I have read the below thread.

Some people said 15% - 25% exact keyword match anchor link text.

My question is what% 15 - 25% percent mean.
Is that like this?

I have 10 web 2.0 and each web 2.0 have 1 article only.
if the exact match anchor text is 20%, then 2 of 10 web 2.0 is posting exact match anchor text
the anchor text of 8 web 2.0 is other type of anchor text

Am I right?

If you are using Web 2.0's as part of your linking strategy, I would recommend linking them to your money site with a naked url. Example: www.yoursite.com should be the anchor text. Since spamming anchor text doesn't always work anymore, I like to save the exact match anchors for the high powered links - guest posts, PBN, etc. Think of it this way. If 9/10 anchors can't be exact match, that means if you build 10 links, you only get 1 exact match. Choose carefully which link is exact match. I choose high powered links.

So it basically works like this. If you are trying to rank for the words "organic dog food". If you create 100 links, 15 of them would use "organic dog food" as the anchor text. That would give you a 15% exact match anchor. 20/100 would give you a 20% - yes 2/10 would be the same thing. The other links should have other anchor texts - www.yoursite.com, read more, how you can benefit from using organic dog food for your pooch, etc etc.

Hey OP, the safest anchor text % for exact match keywords should be in the vicinity of 5%-10% max, basically the lower the % and the more diversity, the safer and less prone you will be to Algo penalties.

Also post 2012 and Penguin it is suggested that you focus your linkbuilding instead on partial match, LSI, brand, raw url and generic anchors. Then a month or two in, you can start dripping high pr links targeting your exact match keywords and partial match.

HOWEVER - I use my best links as 100% exact match (my PBN sites, etc), and weaker/crappier links for just anchor text diversification.
 
You should not have repetitive anchor text for your money keywords. If you want to be sustainable then you need to make it look as natural as possible. A quick work around is if you are ranking for "pink unicorns" your anchor text should be something like this

pink unicorns
find pink unicorns here
best resource for pink unicorns
free pink unicorns
pink unicorns kids will love
brand name + pink unicorns
mythical horned beast known as the pink unicorn

Get the gist? So So So many sites are sitting in penalty right now with anchor text profiles that have as low as 1 and 2% exact match. Go with long tail, partial match, LSI, and lots of brand and naked text. Hope this helps.

THIS is a great example on how to build backlinks and target a specific keyword without building exact match anchors and instead building contextual anchors that include your keyword in partial match and longtail variations. Good luck and rank on!
 
Less than 10% should be your target. Use exact anchors on homepage links and high pr links, diversify with naked urls using other platforms including web2.0s.
 
When I use GSA, ScrapeBox or SEnuke my anchor variations are:
1. Partial Match Anchor Text: 25%
2. Branding Anchor Text: 25%
3. Generic Anchor: 25%
4. Exact Anchor Text: 5%
5. Anchor Text Variation: 20%
 
None of your anchors should exceed 20%. Make sure you have plenty of bare url and branded links.

I want to do this but I think Google will look at anchors for high quality links in a future update. E.g. it will see if links from PR5+ are all exact anchors. That's their next logical move.

You are right; that's how it is calculated. You can rank well without using a single exact match anchor text as several case studies have proven. However, if you are going to use them, make sure they don't make up more than 5% of your link profile. Brand and generic anchor text should be the majority of the linking phrases/words in your link profile.

All these don't apply to churn and burn sites. It'd be a different concentration altogether.
