I have a site that every page on the site target different keyword and the homepage target nothing.

so if my site is : www.mysite.com
    and inner pages are:
    www.mysite.com/keyword1 , www.mysite.com/keyword2 ..... ,,,,,,, www.mysite.com/keyword10

and i have 200 backlinks are divided as the following :

100 backlinks target homepage with general anchors , site name and raw url
100 backlinks target 10 inner page , every page have 10 backlinks and all backlinks are keywords optimized ... i mean

inner link 1 "www.mysite.com/keyword1" get 10 backlinks all with only one keyword "keyword1"

and so on every inner page have the same format.

** if you count every anchors % for every page to the whole site it will be % 5 ( 10 backlinks / 200 )

so is this anchor over optimization ?

For me, that strategy worked great in 2009, but it's not varied or natural-looking enough now. That said, 10 backlinks is a very small amount so it is unlikely to have much of an effect.

Build more backlinks with varied anchors like "this site" and variations on your keywords. Social networks, video sites, article sites and blogs are a great place to start.

Yeah this is the kinda thing that's going to give you Penguin problems.

Penguin works more on a page by page basis, so a page with 100% of its links being for over optimised commercial keyword anchor text is likely to cause you problems. I'd start trying to build out some branded anchors, generics and raw URL links to bring that percentage down.

seocrab - don't be too sure about the number of links being too small to be a problem. I've seen clients sites with literally a small handfull of links which have somehow been caught up in Penguin 2.

Everyone will likely give you differing opinions on that one.

My personal preference at the moment is to have no more than 2-3% exact match max. To be completely honest, I'm mainly building branded and some generic or very long and broad anchors and relying on onsite elements to pick out the target keywords. That's pretty much the way that things are heading IMO. Exact match anchors on commercial keywords are very rarely natural.
