Could I use higher exact anchor density if I have an EMD versus a non-EMD?

    Example:
I want to rank for keyword: cheap red balloons
    1) joesblog.com
    2) cheapredballoons.com

Lets say that for 1) I should use around 10% exact anchor - cheap red balloons.
So how much should I use the same keyword for 2)? It should be higher since the keyword could be considered to be a brand.

If referring to the EMD cheapredballoons.com, then in this case yes because "cheapredballoons" is not a keyword anymore, it becomes your brand name. Use brand variations and Google will get the impression that the keyword "cheap red balloons" is referring to your brand. Things like "CheapRedBalloons" "Cheap Red Balloons" "CheapRedBalloons Website" etc. are all acceptable.

    Maybe 20%?

I have seen for example that site called http://mywedingfavors.com has around 25% of my wedding favors as well as 14% "wedding favors".

In case I use too much exact anchors could I just dilute using various other anchors and get the site back?

Yup, you can try with something around 15-20% but track all your backlinks if something goes wrong, you can remove some links, or make more with different anchors to make it lower % for main keyword.

Your anchor text ratio should be less than that especially with EMDs.

For EMD , I suggest you to keep the exact match anchor as low as possible.

I have 10 web 2.0 properties linking to the main site. The web 2.0's are ranked in top 100 to top 200 for the main keyword. Still my site is #14. I use exact anchor just once and url/LSI/generic anchor text for my links.

This myth that exact match anchor percentage being a reason for google penalizing your sites is stupid... It's probably more to do with your rubbish links than the anchor you used. Think about keywords that are trending where probably 90% of the anchor text for the backlinks are the same, do you think the website will get penalized?
