While we are optimizing for a two word phrase say, "xyz Garment"
do we use several permutation and combinations like "Garment xyz" and "Beautiful xyz Garment" while giving this in anchor text or only "xyz Garment" will do.

But how will synonyms help, I heard Google puts all the anchor text keywords count in their algo variable count or database, so is there any use of synonyms, any experience with that, because when we search Google only brings same keyword results not synonyms.

don't just use varitations, use synonyms, one word anchor texts, 5 word anchor texts, non anchor text links, random but on topic text, click here, etc

Do this especially when it's a new site.
